procedures in order to get more of one political party to vote than another.

And it's so so much easier to do it the traditional way: graveyard voting,
registering illegal and nonexistant people, vote-farming the absentee vote: you
know, all the things that vote-fraud initiatives are supposed to limit (I always
like to notice which party opposes measures to detect and enforce vote fraud
techniques.)

They don't have to rig the entire country. It may suffice to rig a few swing
counties to win a swing state. And if they win a few swing states this is enough
to win a majority on the electoral college.
