Actually, you can't.
I can take that v2+ distro, and add my own
v3 code, and distribute the whole
under v3.
What I can NOT do is change the
licence on the existing code - if it's v2+ when
I receive it, it STAYS v2+ when
I pass it on.
The difference between what you say you can and
can't do seems to depend on whether you have modified the source. That is, if
I've added my own code, I can switch to v3. But I can't distribute v2+ code
under v3 if I haven't modified the code. Have I got that right?
My reading
of v2 doesn't agree with that. It says:
This program is free
software; you can redistribute it and/or
modify it under the terms of the GNU
General Public License
as published by the Free Software Foundation; either
version 2
of the License, or (at your option) any later
version.
So I don't see that modifying the code is necessary to
