Then it would be up to the submitter to show cause why their
invention is unique and not just a computer program or
abstract idea.

Most of us programmers feel that copyright "protection" is
more than enough, but most patent lawyers think that the more
"protection" the better, and there's no law in the US that
says the same program can't be both copyrighted and patented.
It's even possible to patent a copyrighted program while
preserving its source code as a trade secret!
