Stuff that is not yet in Newspicks often gets posted in OT, because that is the
obvious place for it. If and when the article or one related to it becomes a
Newspick, then of course Newspicks are the correct place. Many of the regulars
here seem to prefer to only put established Newspick stuff in the newspicks
thread, although sometimes people do post something there speculatively, in the
hope that perhaps it will become a Newspick. If you don't like it, you can
either submit potential Newspick items to the Newspick editor (I suspect a team
of people, not limited to PJ and Mark perform that function), or try to invent a
new canonical thread (NOT anonymously!) for stuff that may be an up and coming
Newspick but is not there yet. I can't of course guarantee that it will be
accepted by the majority here, some may grumble, others may think it a great
idea, but whatever you do, if you keep well within PJ's posting guidelines the
worst that will happen is that you will be politely requested to follow another
