Only in the US, because the regulator has the dual responsibilities of regulating to prevent problems and creating an environment where the relevant industry can grow. That has plagued the FAA for many years, more recently the FCC, which has become utterly ineffective, and now, and most seriously, the NRC.

Other countries seperate the functions into two or more distinct organisations, one of which regulates and the other promotes growth.

And yes, I have had direct or indirect involvement with all three regulators at some stage. Right now some decisions by NRC are scaring a lot of people. They have completely mishandled the tin whisker issue, passing the buck to the operating companies, despite evidence from incident reports, some serious, on their own web site.
