Don't think so, but they seem to be opening up

The recent stuff allowing prior art submission by the public
through a website seems to be the actions of an entrenched
closed agency panicking like crazy that they have to do
everything they can in order to avoid becoming roadkill in a
massive reform movement.

Of course I may be misreading this, but it seems like they're
on the run.

Recently there was a discussion on Slashdot, I think it was, where a patent examiner from USPTO was responding to questions. (Sorry, I don't remember enough to find you a link) Anyhow, he was being asked about things like obviousness and he had elaborate arguments to justify everything the USPTO does. He wasn't the least apologetic as I recall, but rather, patiently explaining why things are the way they are. My conclusion from reading that discussion was that to the extent the USPTO is aware of all the criticisms directed at them, they would attribute it to "misunderstandings about the important work they do".

In other words, in my opinion, they are totally out of touch with reality! As was explained in some paper that was in the Nerwspicks awhile ago, the USPTO lies at the epicenter of pro-patent forces. Their day to day existence is spent in the company of their clients, who are obviously pro-patent as they pursue their patents through the USPTO. It's like - news flash: The Pope is Catholic. The USPTO is pro-patents.
