Bernard is correct. C-RAM and other defense systems are prime uses.
Other uses include stealth missions, especially against enemies that are
deliberately based close to cultural/religious landmarks, where conventional
weapons will not be acceptable (i.e. You can't drop a JDAM next to a
significant mosque or church)...
All scenarios that I worked on involved attacks on materiel, not on personnel.
AIUI, deliberately blinding someone with a laser is a war crime. However, if
you're aiming at a vehicle, and someone walks in the path of the laser and get
blinded, then it's "acceptable" collateral damage. Of course, the
odds are that if someone gets hit with a weapons grade laser, they'll be dead
anyways.
