How?
Attempt to separate even money and politics have been an abysmal failure over
the last 200 years. You're asking for something even stronger.
P.S.: I'll agree that the reason for the failure is that those with the money
don't want the separation, but that desire doesn't seem altered, so repeated
failure is what a sensible person would predict...unless something considerably
different from what has been tried before is attempted.
P.P.S.: One of the causes of the Civil War (approx. 1865) was the desire on the
part of the governments of the South to restrain the enforcement of laws decided
by those in the North. This was partially due to a population imbalance, but
partially because the northern manufacturers were wealthier than the southern
land owners. (Note that it was during this period that the term
"lobbyist" was invented, though that might have been right after the
