Some sites require the session cookie to allow you to turn to
the second page of an article. Note the only reason to split
an article into "pages" is to sell more advertising.

Most modern browsers, or third party extensions for them,
have the facility to flush all site cookies when closing a window.
It depends on your definition of malicious, whether a reputable
site like NYT could include malware in its cookies.

Web sites can get a lot of information about you without needing
to set a cookie, just by asking for user agent parameters in the header.
Yes, there are settings and extensions to block some of this, but
I don't know if you would be allowed to read the page with cookies
ON and all the other info OFF.

One way to make cookies harmless is to use a filtering software proxy like
privoxy, then you can set the rules.
You can find out more here "www.privoxy.org".

Cookies as such are not malware.

But if you allow the cookie to be set, you've got the tracking issue, because the cookie that was set will be sent back with every request.

For an explanation see here .

The cookie issue is moot if you use the privacy mode which many browsers now offer. Just load that single page in 'private mode', read it (they even offer a single page link) and close the tab or window. If you only visit one page, nobody is going to track you no matter how many cookies they stuff through the pipe.

PJ, I'd say read that article. It put the issues with the US patent system in clear terms which even a congresscritter should be able to understand. It does not tell (most of) us anything new but it is a good link to send to that collegue/friend/foe/family-member or, yes, congresscritter to get them up to speed on these issues.
