It does not look like Samsung is heavily invested in
a WP world. Yes, they have some hardware, but just as
a hedge. In contrast from say Nokia which bet
everything.
I doubt Samsung expects huge sales. If this actually
materializes - fine, they will be happy to increase
production. If not, then oh well...
It seems anyway, that in WP segment you just can't
earn any money right now, just look at Nokia. So, it
does not matter who is dumping the prices: desperate

For some time Microsoft has been approaching Android manufacturers, or indeed
manufacturers of anything containing Linux, to get a patent cross license
agreement with Microsoft. Remember? A number of Android makers have taken such
a license.
Samsung also took a patent cross license agreement with Microsoft.
Part of the agreement may have been that Samsung has to make a Windows Phone.
That doesn't mean the phone has to be successful in the market. It doesn't mean
Samsung has to be enthusiastic about it. In fact, for Samsung it might be
nothing more than a mere pro-forma exercise in fulfilling the terms of the
agreement, a mere cost of doing business to avoid patent lawsuit nastiness.
Ditto HTC.
