Hogan's Reality

I don't know about the US, but this side of the pond I seem to recall we have
this concept of "spent convictions" whereby the conviction is removed
from a person's record after a certain amount of time.

Could Hogan have been thinking of a similar concept that after 10 years any
litigation/convictions would be "spent" and effectively never have
taken place? ie any litigation/finished conviction over 10 years ago could be
ignored, ie any finished trial (and declared innocent) or sentence finished
prior to 2002 doesn't exist in law and so in his mind?
