Just repeating it here to counter this comment but ...
In this case it seems that the police used the spray as an OFFensive weapon,
walking up to students and spraying them.
I couldn't agree with you more that pepper spray is a good defensive weapon.
That's no good reason for you to be the aggressor.
Like our police truncheons. Meant to be used for defence. Not for hitting
passers-by over the head like the London demo I mentioned ...

I didn't know we were talking about prisons. I thought we were talking about
police abuse at public demonstrations. Prisons are an entirely different
situation where the "guests" have been found guilty and many have
violent tendencies. They are not people lawfully protesting something.
BTW, I have been through security to get into a prison, so that I could do some
work. It's worse than airline security. I couldn't take in my cell phone and
all my tools etc. had to be inventoried coming and going. I was then escorted
through the prison to where I did my work and was then locked in that room while
I worked.
