The secret version is a typical heads of diuscussion working document
dated 2012-08-12 v.0.063. We might expect that a sanitised version would
be released fluffing out the discussion points into plain English paragraphs,
and the "public" version is dated 2012-08-14 v.0.066. Note also that
the public version claims it is to be input for future workshops in
September and November.

I'm having trouble lining up the hardened bullet points of the private
version with the bland bureaucratic waffle in the public version.
