I have seen this happen. However it is worse when the moderators can
hide some posts so that *only* the person posting them can see
them.
That depends, of course, on the trustworthiness of the
moderators, of the quality control of the moderation, of the site's moderation
policies, and of the nature of the comments that are moderated into either
oblivion or to 'commenter-only" status.
Groklaw, for example, is said to have
the "commenter-only" moderation feature, which seems to help a lot in combating
astroturf and spam campaigns but which does not have much in the way of ill
effects to honest commenters. (Some honest commenters have objected to the
idea, but haven't been harmed by it.)
The difference is the factors listed
above: site policy, trustworthiness and quality control of the
