All of the major carriers in North America, Europe, and South East Asia have
been burned by Microsoft. One of them so badly, that the only way they will
carry a microsoft phone, is if Microsoft pays for R&D upfront, and also

Microsoft became used to having dictatorial control over PC
OEMs. I suspect all these companies (Dell, HP, Acer, etc.)
detested MS all along, but with such a Windows monopoly,
they had no choice but to accept Microsoft's licensing
terms. I think that is how MS has always kept them from
supporting desktop Linux in any meaningful way.
In the phone business, however, Microsoft just has money,
but no clout to use as a threat against hardware
manufacturers or carriers. When you go into a field where
you are both weak and hated, it isn't surprising when you
don't get very far.
The odd part, though, is that MS did have a significant
chunk of the market in the Blackberrry/Windows Mobile/PalmOS
era. Since the iPhone and Android, however, they have been
completely shut out. Not only is MS down to a small niche,
that niche has continued to collapse even after Win Phone 7
and the Nokia deal came out. There isn't the slightest
suggestion that they are on the verge of a breakthrough. Try
searching for articles from a couple of years ago. They are
full of (paid-for) predictions that Win Phone 7 would grow
steadily and become the market leader around 2014.
