People stealing from banks get prosecuted far harder than banks stealing from
normal people. Something to do with having "The best government money can
buy".

The real security flaw

The real security flaw is people choosing simple passwords. Gary McKinnon 'hacked' into NASA and military computers by guessing passwords. This was not a modern brute force attack using a sack full of graphics cards. This was guessing and typing.

The only way to secure computers against this type of attack is to hunt down and torture anyone who tries it. For some reason, the Chinese won't help the Americans with that.
