In the last paragraph of Google's letter, although it might be a typo in the
original, I haven't checked the PDF.

The "F" in FRAND is "Fair" not "Free" so RAND is same as FRAND

Where the article says

"I'll just mention in passing that RAND terms exclude the GPL. Just saying
that the AAI might think about that. RAND and FRAND do not mean the same
thing."

The F in FRAND stands for Fair, not Free, which as explained in the Wikipedia
article on Frand,

"fair terms means terms which are not anti-competitive and that would not
be considered unlawful if imposed by a dominant firm in their relative
market."

That still allows charging a small per-item royalty, which if even a small
fraction of a cent would preclude GPL. People who use the term RAND are _not_
saying "same as FRAND except containing anti-competitive (in the ant-trust
law sense) terms". So RAND _is_ the same as FRAND, and both are
incompatible with GPL.

I had to look it up, so you might find this a help. The Federal Trade Commission:

The FTC pursues vigorous and effective law enforcement; advances consumers’ interests by sharing its expertise with federal and state legislatures and U.S. and international government agencies; develops policy and research tools through hearings, workshops, and conferences; and creates practical and plain-language educational programs for consumers and businesses in a global marketplace with constantly changing technologies. FTC’s work is performed by the Bureaus of Consumer Protection, Competition and Economics. That work is aided by the Office of General Counsel and seven regional offices.
