Chip-and-pin security is completely broken

The shift in liability must be what the card issuers are using to convince
merchants to spend money on the new hardware. Otherwise, there is absolutely no
valid reason for them to throw away perfectly good magnetic stripe readers. VISA
has been fighting this issue in every field trial they have advertised starting
with the Atlanta Summer Olympics. Only a handful of Atlanta merchants even had
the smart card readers that summer.

I mean could the same theoretical approach be what is behind the supposed NFC
"security"?
