Of course transcoding can't improve the quality. It can
only make it worse.
That is not the point. The point is that
if somebody has a library of mp3s and
they want to make them
available for streaming or something... Of course far
better
to recompress from originals if you have them, but there will
be
occasions transcoding will be necessary. If they were hi
bitrate mp3's, they
shouldn't sound too bad after conversion

But why would an archivist care?
An archivist who'd done his job properly, that is. All archive materials should
be stored in non-lossy formats. Okay okay, I know I know...
But the point remains, this is all totally irrelevant to archive materials that
have been *properly* stored.
