Yes, Google controls their app store. But it's quite different from the
original claim:
The only parts of the OS that are
"free" in the
financial sense are the core operating system
components and network/telephony
stacks. The rest has to be
either licensed from Google or developed in
house.

I have downloaded and installed on my Huawei G300 the Chinese rom
which claims to be Android 4.0.3, and contains chinese apps, no Google.
I used the chinese version of QQbrowser to access play.google.com
to download those Google apps I wanted including Maps and Play Store.
Yeah there was a click thru license, what me read that?
I don't know, but suspect substantial parts of the UI are brand-specific
as a marketing feature.
