That's why I suggested you read the comments on
the reporter in the courtroom article. My memory

He is clearly talking about the Spring Framework but his
understanding of what that API does is wrong.
When the Spring APIs hit the scene in 2003, developers
started using them over top of the Sun APIs (and in some
cases, as and alternative to non-core APIs like the J2EE
spec). Many developers preferred to use the Spring APIs
because they were easier to use and provided more
functionality than Sun's -- but they were definitely built
on top of the core APIs.

I think it was that Spring wrote their own APIs which is true. He just left out
