The browser ballot screen was "accidentally"
disabled with the release of SP1 for Win7.
It is going to be reinstated in some later
online update. It might be in already, I haven't
been watching this very closely over the summer.
Meanwhile, you can opt out of IE and Bing
manually by just installing some other browser
like Firefox and setting it as the default.
The Bing Toolbar that was forced down your
throat might magically transfer to your
new browser, but it can be uninstalled,
at least in Firefox. Don't know about IE,
because I never run it.
The failure to present a browser ballot is
a violation of a court order that could cost
MS dearly in fines and negative publicity,
but it is not something that prevents you
from jumping ship and actively ditching IE.
