You mean, copying CMU's Mach project, right? They had multiple O.S.
compatability applications running on the same box in the same OS in the 90's...
(i.e. DOS binaries and BSD Unix on the same intel box, or Solaris and Mac
Multi-Finder apps running on the same 68k box, etc.) As usual, NeXT and later
Apple started with their stuff...

Monolithic, Micro, or Hybrid Kernel - and still call it Windows (throwing chair to make a point)

Since MS copied, bought, or "acquired" everything else, why
not copy the Apple plan and use the BSD kernels?
