The Payment Card Industry (PCI) rules come directly from VISA, although they
claim Master Card and others are in on the scam. The purpose of those rules and
associated certification is not to protect the card holders or transaction
processors, but to protect VISA. They are tools to be used to redirect liability
for losses or thefts of either money or data away from VISA to anyone else in
the food chain. What makes it even worse is that we cannot purchase a credit
card style terminal from anyone without all of those silly protections built in,
even if we will never use these terminals for credit cards.

In a perfect world...

... you can believe all those rules are security based and require the software to be properly tested for security concerns. Given one can change ones own open source - the mechanism to drop in place to properly test individual builds could be very expensive in both time and funds.

In the imperfect world we live in, we can't discount other alterior motives being in play that are directly related to profit generation.
