Some with headphones have the volume cranked up so you can hear them at the
other end of the car. You just can't legislate common courtesy. On the other
hand, it's illegal to deliberately interfere with radio communications.

Unfortunately some of today's youf don't understand that the aim of headphones
is to enable the user, and the user alone, to hear whatever they're plugged in
to. It happens far too often that you can be on a train or bus and hear the
tinny sounds from the headphones of an idiot child listening to some... well, I
guess you could call it music.

I prefer Radio 4 myself.

Quiet carriages

My firm recollection of a quiet carriage is when the guy opposite me got a
laptop out and started using it.

Then my phone went off. It NEVER goes off, and I'd forgotten all about it. So
there I am, politely trying to terminate the call as quickly as possible while
he makes an awful fuss, making the call last much longer than it otherwise
would.

As he stalks off in high dudgeon, I notice the sign saying it is a quiet
carriage. "No phones OR LAPTOPS" (emphasis mine).
