read the foremans quotes... he basically said it was
puntitive and that they wanted to send a clear signal.

Not intending to be rude, but how can you *not* see the damages as being
"punitive", in light of the published statements?

why split the difference as you have suggested? Samsung were deemed to
be wrong on almost all count, while Apple were in the clear for everything.

Perhaps this report from reuters
In an interview on Saturday, jury foreman Velvin Hogan, 67...
"We didn't want to give carte blanche to a company, by any name, to infringe someone else's intellectual property," Hogan told Reuters a day after the verdict. ...
First hint that it'll be punitive and not just compensatory...
..."We wanted to make sure the message we sent was not just a slap on the wrist," Hogan said...
...which suggests that the foreman felt that just compensating Apple as per the Judge's instructions was just a slap on the wrist and wouldn't give the "non-carte blanche message" he said they wanted to give...
... "We wanted to make sure it was sufficiently high to be painful, but not unreasonable."
...so we'll increase it to ensure Samsung feels the pinch as a punishment [but keep it low enough so that it isn't completely obvious that we're punishing Samsung].

Here's a car analogy that might make things clearer to you:

Apple: Samsung kicked my car's hubcaps and dented them all. They need to pay me
$400 for a new set of hubcaps.

Samsung: I didn't kick your car's hubcaps, and if I did, the going rate for
replacement hubcaps is $50 each.

Jury: We find that the hubcaps on the right hand side of Apple's car were
damaged by driving into the kerb, but Samsung is responsible for the damage to
the left side hubcaps. Apple says a set of hubcaps is $400, but using Samsung's
calculation it would be $200, so we are awarding $300 to Apple.
