Another good example of secret diplomacy leading to war was the
Stalin-Ribbentrop Pact, in which Germany and the Soviet Union agreed to divide
Poland.

What does truth have to do with it?

Just because something is true does not mean that everyone and his dog has a
right to know about it. Even if that right exists to some degree, there is a
judgement call to be made about whether or not you tell the dog.

I see exactly what the Telegraph and PJ are saying. There are circumstances in
which outcomes for the general good are promoted by secrecy and deniability, and
so we should be able to use them when necessary. Secrecy and deniability can
also be used to hoodwink the public and parties to negotiations. Life is
complicated.
