The States Want A Website to Be Sufficient Presence for Taxes

There's been import tax and duty for... well, at least 20 years or so in Canada.
I've been ordering stuff by mail and paying duty on it at the Post Office since
1993.

The personal exemption limits for travellers returning to Canada all require a
minimum of 24 hours out-of-country. You can't just drive from Toronto to the
Grand Island Factory Outlets and back in an afternoon and get the exemption.

Now, that being said, the border services folks won't always make you pay even
if you declare over your limit (including the $0.00 limit). They seem to take
your history and the amount you declare into consideration: It's not worth the
paperwork to collect $6 in taxes.
