I don't think they could in the EU.

If they pulled that stunt here, I think the legal fallout would be nuclear. It's
just too blatant a breach of far too many countries' consumer protection laws.
And that fact that it would hit EVERYONE at HOME means all the legislators, and
judges, and journalists, would be reeling.

The backlash would be swift, vicious, and for M$-haters absolutely delightful to
watch.

If individuals get short keys, it just means that for the LibO support I provide for Windows, instead of charging €250 per incident, I would charge €400 per incident. Mac users would still be charged €200 per incident, and *Nix users would continue to be charged €150 per incident.
