There are quite a few people who have a personal cell phone and one issued to
them by their employer.

Then there is the criminal element who purchase "burn phones", which
are prepaid cell phones that are not traceable back to a person or even a street
address for billing purposes. Many of these are purchased with some prepaid
minimum, like 25 or 50 minutes, and are only used for a few clandestine
dealings, and then they are turned off, never to be used again, but the carrier
counts them as active, and the same people do this over and over, so some of
them probably have activated dozens, and some maybe even hundreds of phones.

Many devices have cellular connections. ATMs for example.

That is:

One is an old Samsung Feature phone. Prepaid, the £5 credit
left on it means (as long as its not used up) that it will
never be disconnected.

Good as a back up phone, and for times when an expensive
smart phone is asking for trouble or not convenient,cycling
etc..

Another is a last generation Smart phone a HTC Desire.
The phone company swapped out the sim from contract to PAYG
and again a backup phone for if I drop my Galaxy Note.

So, not too surprising really we change phones regularly and
keep them aground on PAYG as backup phones, just in case.

My Ace to use. Old C1 used for work. Old Nokia sitting in a draw and that
reminds me I need to get it out to check as I promised it to someone. Note that
many households use cell connections for stationary phones due to lack of
landline connection.
