Available power is one problem Curiosity does *not* have. The RTG can produce
way more power than the rover will ever need, and will far outlast the rest of
the robot.

Biggest problem is lag between design and delivery. The project has been going
on for 9 or 10 years and the camera selection would have been done some time ago
to allow for it to be designed into the system, built into the system and then
tested severely. Takes time and what was available back then wasn't what we have
now.
Seconded on the radiation, space stuff has to be hardened. That also takes time
to develop so again adds to lag. It also needs to be very reliable in severe
conditions and that again takes a lot of time proving.
