Depends on rom

Huawei U8815 never been locked, factory rom, asks for Google acct
on first boot. Click "Later" and it can be used as phone without
any Google login. The search widget bar is on the second home
screen that has to be scrolled to.

Same model, Vodaphone NZ rom, same procedure for Google acct,
you can have it or not, user choice, but the Vodaphone one puts the
Google search on the default home screen.

Is clicking "No thanks, I'll sign in later" now defined as
tampering or hacking? It'll be sad if the difference between
carrier skins, and a naked parallel import should throw this case.

Google Widget Absent Until Signed into Google Account!

If a second Samsung user can confirm this for me,
with a nym here, I'll add it to the article. It's
very helpful, assuming it's accurate.

Google Widget Absent Until Signed into Google Account!

Out of box any Android device whether connected to the internet or not, first requests that the user sign in to their Google account to access Play Store.

It is also required, that you sign in before the device places the Google Search Widget on the HOME screen, as well.
To access Play Store, yes, to use the phone and Google search, No.

My first Android phone needed no login to Google to use it as a phone or use the internet or the search widget (already on the home screen) straight out of the sealed box. It only required the login when I wanted to use the Play Store.
