Hi wol
1) a well-behaved app announces what it needs in a formal
contract/declaration at install time
2) as owner, you are supposed to make a conscious decision about
violations, which you may do ahead of time
3) if you own a server, and it is far away, then you can redirect the
message, which should be infrequent, to the network device and
destination of your choice.
There are many practical difficulties here...but, in an era of silent viruses, i

see no other solution. The software we run is simply too large. Sufficient
simplicity and the. Ability to do true auditing are essential.
