There is nothing illegal about being a shill. Perhaps you could technically run
afoul of some securities law, but those are more like rarely enforced rules.

OTOH, paying a shill to talk about billions in liability starts leaning towards
extortion. While actual extortion might be difficult to prove, the appearance
or effect could influence how costs are awarded. Thus this inquiry is timely,
rather than a question that might have been asked earlier.
