Cost.

I had a look at making some touchscreen products ~10 years ago. The prices made
it a non-starter.

I don't know how Apple got the cost down - it's something I could never have
done. But the idea of making such devices is old as the hills...

Then why / how has Samsung brought out prior art?

Why has Apple dropped the 700 from the list of allegedly offending products?

That sound you hear after the launch of a new Apple product
is a thousand heads being slapped - "Why didn't I think of that?"
Apple gets a slight lead on the market, imitation is the sincerest
form of flattery, but Jobs wasn't there in 1994 when they dragged
MS to court over Windows. Translucent candy colored plastic became
de rigeur following the Bondi iMac. Unless you look close to see a
maker's name, or clue in the menu, most touchscreen phones look
alike at five paces. Maybe as another posted near here, Apple just
feels obliged to follow Steve's last wish to nuke Android.
