The Internet is used for much more than just web surfing and email. In some
areas you can now have TV delivered via IP, along with phone calls and much,
much more. Also, that much bandwidth goes a long way to reducing the time to
load pages, download files etc. When I first accessed the Internet it was via
dial up modem. At times it seemed as though you could go for a beer while
waiting for a page to load.

Of course, many people have multiple devices connected to the Internet and
they'd have to share that bandwidth. That Google article mentioned recorders
that can record up to 8 HDTV shows at the same time. That will take a fair bit
of bandwidth.
