What difference does it make that you can compute the number of possible states
of a computer? The number might be finite, but it is still immense. When you
get your computer to run windows 22 with Office 2057 by randomly or even
methodically setting the bits in memory to various values without any
intelligent selection (e.g., by simply treating all of memory as a huge integer
counter variable), I will begin to consider the implications of your assertion.
Until then, there is no difference between asserting that a computer (a
preselected component) that cannot actually recognize speech is never the less
"capable" of recognizing speech and asserting that a pile of wood,
burlap, rope and hardware (even if they are preselected components) is
"capable" of flying in the air or sailing on the sea. It's just a
matter of "configuration".
