That part I'm not surprised at

The part about having a legal obligation which they lied about. Not surprised at that at all.

After all.... they dragged their heels in the US pertaining to the documentation - did that ever get completed?

And they dragged their heels in the EU pertaining to the documentation till they reached a breaking point with the fines the EU kept increasing.

So that part doesn't surprise me at all.

They simply cannot *afford* to upset the court.
The actual realization of that - that's the part that still surprises me. It's out of character for the entity I know as "We will always be able to afford to flout the Law" Microsoft.

Question of scale

...the maximum fine available to the court is of the order of EIGHT BILLION EUROS. Most definitely NOT chicken feed. Okay, the largest fine to date is E1.3Bn...
As European countries mostly use the long scale, is that Billions of Euros on the long scale, ie (106)2 = 1012 = (103)3+1 = Trillions of Euros on the short scale as used in USA?

Or are financial matters globally using the short scale?
