Tepco management were aware of risks back in 2006 but these people decided to
take the cheap option and take no corrective action. The end result of this
inaction by these people, is the disaster that occurred.
Yet after an expensive 'independent' investigation, the 'system' is to blame.
The actual people who did nothing to fix their machines, though i suspect they
spent large effort in actively lobbying to not have to make any improvements,
are all blameless and no one has been punished.
What a cop-out this is and a verification of the corruption that exists within
the system of law.
Seems a piece of paper, being the registration of a company, and the protection
afforded to the board and managers of the company allow punishment to be evaded.
This concept is in an essence the sickness in our system of law.
Don't know about you, but i have yet to find a piece of paper that can actually
make any decision let alone one that impacts peoples lived for generations (as
the Tepco managers did and the government regulators allowed - all people last i
