And what exactly does this mean?

What it actually means is I can't use GPL.next to distribute your "v2 or
later" code. (Unless the FSF decide to adopt GPL.next as v3.1 :-) But why
should I expect to be allowed to?

More importantly, I believe GPL.next is designed to allow YOU to use "v2 or
later" to distribute my GPL.next code. Compatibility with other GPLs is a
high priority.

(Obtopic - someone listed, here or on LWN, three possible GPL combinations
recently. They forgot "v2 or v3".)
