I think it's probably related to the inconvenience of
carrying and hiding larger weapons, making handguns the
weapon of choice for opportunistic criminals. You're a lot
less likely to carry around a considerably larger/heavier
weapon "just in case", and if you hold up a convenience
store with a rifle it's much harder to hide it on your
person when you flee, and if you ditch the weapon you
probably just lost more than you stole. Not to mention gang
violence has the potential to get a lot uglier for
bystanders if every thug walking down the street is
discretely carrying a handgun.

And as you say, a longer barrel weapon is actually more
effective in most scenarios, and the Right to bear arms is
explicitly tied to the importance of an effective militia to
a free nation - in which case you're talking combat
scenarios where you'd want every advantage you can get.
