But in England criminals having guns are very rare.
Using that well know factual source - Wikipedia - homicides per year with

That scenario is so incredibly rare that I'd be better off equipping myself
with a wiremesh jumpsuit to avoid being killed by lightning than equipping
myself with a weapon to counter a gunman.
In England and Wales, in
2009/2010 there were 3,748 handgun offences, of which only 507 involved "injury
by being fired, used as a blunt instrument or in a threat". [Source, which has a POV
but seems reliable]. This in a population of fifty-odd million people.

However, many of the problems come from DRUGS. And, there is
a problem where the system does not keep them (or the users)
away from society.
First problem is the system needs to look at drugs as a long
term cancer, and remove it, otherwise, the patient will not
get back to full health (anywhere).
