You forgot Britain - low legal gun ownership, low violent crime rate.

South Africa might be a candidate. OTOH, the crime rate has skyrocketed since
the current thugs took over from the previous thugs. Whether that increase in
crime is due to:
* Abolishing the death penalty;
* Removing guns, and the legal right to own a gun, from the civilian
population;
* The number of known criminals who became law enforcement officers after they
started their criminal activity;
* The number of cops who decided that a life of crime was preferable to life as
a law enforcement officer;
is debatable.

South Africa cops have always been corrupt. Ten rand in the sixties was enough
to get a cop to look the other way for pretty much any crime that did not
involve a prominent white male as a victim. That same service now costs around 5
000 Rands, except prominent black males are the "protected" class.

Anyway, here are some statistics to ponder:

12.7 guns per 100 population

Doing a slightly different comparison:
* South Africa: One rape of a female by a male every 17 seconds;
* USA: One rape (all genders by all genders) every two minutes;

The big question about South African crime statistics, is whether or not they
were under reported when the National Party ran things.
