During the sixties and seventies, several groups of terrorists/freedom
fighters/street-thugs complained when the people that they fired on, as part of
their attack, returned the gunfire with better weapons than they had, being even
more annoyed that the return fire killed more of them, than their initial gun
spray injured. The civilians had completely subdued the terrorists/freedom
fighters/street-thugs, before the LEOs that were present, managed to draw their
weapons.

'only affect law-abiding citizens...'

The same considerations apply to the various 'hobble the internet' (corporate?)
schemes. They will not affect the unlawful only the law-abiding.
