Fail to see how. The firmware-based bootloader is
proprietary. Now and after UEFI. Neither the
Canonical bootloader or Linux are derived work of
anything else there. You can, today and in the future,
load GPLv3 code on top of anything proprietary, does
not matter.

Using a GPLv2 secondary bootloader only concerns
that very bootloader. Not what it loads - at least not
directly. The secondary bootloader can indeed be
Tivoized. So what, the only reason for the need for
Tivoizing is the ROM bootloader. Let's not shoot at the
wrong Target.

What is needed is an insulating layer between the
requirement of GPLv3 and the constraints of the
proprietary TOM code.
