My reading is the FSF saying "we wrote grub and ubuntu are dropping grub so we dislike ubuntu but like fedora who are going to use grub"

This is not what is being said at all. You should read the article again because you clearly missed the point. Although the FSF didn't use the word, this is clearly about tivoization and how the GPL3 may help protect the freedom of the users. The real issue is who gets to chooes the keys and the GPL3 has clauses which guarantees that the user has the right to choose them. When another license is used by the bootloader these clauses are foregone.
