This is absurd.

Ocean-going ships are tough. There is little drawback for weight below the
waterline, so ships are built with steel hulls thick enough to withstand years
of rust and erosion.

Ship mines are large devices with most of the volume used for the explosive
charge. Even then, they are often anchored below the surface to be released so
that they contact the hull well under the water line. A small surface-level
device would be ineffective, and might not even be noticed.
