I know, it's a crazy idea.
Almost as crazy as hijacking airplanes and flying them into

During WW2, a renegade German captain experimented with self-propelled mines
targeting East London, and the less important harbours of southern Africa.
German High Command wanted them all targeted on Simonstown. Stupid idea,
because both Her Majesty's Navy and the South African Navy could use a dozen
ports from Cabinda to Moçambique, as well as ports on half a dozen islands
claimed by either South Africa or Great Britain.
I don't know how much explosive force can be carried by Fish Pi, but there are
dozens of ports around the world, where a strategically placed shipwreck would
severally curtail port activity.
Paint them dirty brown, and the odds are that observers will register them as

I am in Indonesia.
The government is not interested in making trouble of that
sort.
There is a lunatic fringe (terrorists) but they are as much
a threat to the government as anyone else and the government
knows this very well.
Numbers wise you are talking hundreds if you are counting
serious terrorists out of 240 million.
The government also knows the dangers of being too heavy
handed unlike the USA which seems to want to act as the
terrorist organisations' recruiting agency by ignoring
"collatoral damage".
