An important feature is that they are cheap. Cheap enough to send out, say, a
thousand of them, and hope that one gathers the data you were after.

Research scientists have been using something similar for years to gather ocean
data ... except that to avoid the evils accompanying a long stay at the surface
(like being a seagull's dinner) they use "gliders" which periodically
sink then surface.
Such sea gliders study the (quite complex) structure of ocean currents and
layers. The autonomous gliders in question are not (usually) solar powered, but
are so efficient (glide and sink, rise, glide and sink, rise ...) that their
batteries last for months.
