Thats the obvious reason. I wonder if anyone can come up with anything
sillier?
What did they put on the official paperwork as the reason?: That they could

Might there be some code in there with a copyleft license they don't want

Well the software on the machines was very much a trade secret of the
commercial vendor. It employed Borland Delphi and Microsoft Access. The
Commission on Electronic Voting were allowed access to the code, but the Irish
Government had to provide them with an indemnity in case the code fell into the
